వికలాంగ ఉద్యోగులందరికి విజ్ఞప్తి

ప్రియమైన మిత్రులారా,

          1995 వ సంవత్సరంలో వికలాంగుల చట్టం, తేదీ 07/02/1996 నాడు పార్లమెంట్ ఆమోదించినప్పటి నుండి ఇప్పటివరకు అనగా 18 సంవత్సరం లు గడిచినా, ఇంతవరకు చట్టం యొక్క ఫలితాలను వికలాంగులు అందుకోలేక పోయినారు. ఇట్టి విషయమై వికలాంగులు నిరాశ, నిస్పృహళే కాకుండా కోపానికి కూడా గురి అగుచున్నారు. ఎన్నో సార్లు న్యాయ వ్యవస్థ వికలాంగులకు అనుకూలంగా తీర్పులిచ్చినా ప్రభుత్వం మరియు అధికారులు నిర్లక్ష్యం, అశ్రద్దవహించడం వలన ఇట్టి పరిస్థితి దాపురించి, చట్టం అమలుకు నోచుకోలేదు.

          ఎన్ని సార్లు ప్రభుత్వం దృష్టికి తెచ్చినా ఫలితం లేనందునా గత్యంతరం లేక ఈ క్రింద పేర్కొన్న 12 సమస్యలను ప్రభుత్వం నకు నివేదించి 15 రోజులలోగా పరిష్కరించక పోతే 03/12/2014 నాడు వికలాంగులంతా ఎంతో ఉత్సాహంగా జరుపుకునే ప్రపంచ వికలాంగుల దినోత్సవాన్ని బహిష్కరిస్తూ పెద్ద ఎత్తున ఉద్యోగులంతా హైదరాబాద్ లో ధర్నా జరిపి నిరసన తెలుపూతకు నోటిస్ ఇవ్వదమైనది.

1. ప్రమోషన్లలో రిసర్వేషన్ 1996 వ సంత్సరం నుండి కల్పించాలని, ఆ మేరకు తగిన ఉత్తర్వులు, అమెండ్మెంట్లు జారీ చేయాలి మరియు అప్పటినుండి ఇప్పటివ్కారకు జరిగిన అన్నీ పానెల్ లను రివ్వ్యూ చేసి చట్టాన్ని పక్క గా అమలు చేయాలి.
2. వికలాంగ ఉద్యోగులకు ప్రత్యేకమైన ట్రాన్సఫర్ పాలసీ రూపొందించి పని చేసే వాతావరణాన్ని కల్పించాలి.
3. బదిర ఉద్యోగులకు మిగతా వికలాంగ ఉద్యోగులకు చెల్లిస్తున్నట్లుగా, పి.ఆర్.సి. 2010 సిఫారసు చేసినట్లుగా కన్వేయన్స్ అలవెన్సు చెల్లించాలి.
4. కేంద్ర ప్రభుత్వ వికలాంగ ఉద్యోగులకు చెల్లిస్తున్నట్లుగా ఎల్.టి.సి. మరియు అధికారిక ప్రయాణాలలో  స్వంత లేదా అద్దె వాహనాలను వాడుకొనుటకు మైలేజ్ అలవెన్సు చెల్లించాలి.
5. నియామకాలలో వయసు రిలక్సేషన్ పొంది, తక్కువ సేవలందించిన వికలాంగ ఉద్యోగులకు, సేవా తో సంబందం లేకుండా పూర్తి పింఛన్ అనుమతింఛాలి. 01/09/2004 తర్వాత నియామకం ఐన వికలాంగ ఉద్యోగులకు సి.పి.ఎస్. కాకుండా డిఫెన్స్ ఉద్యోగుల మాదిరిగా పింఛన్ అనుమతింఛాలి. ప్రభుత్వ రంగ సంస్తలలో పని చేయుచున్న వికలాంగ ఉద్యోగులకు ప్రత్యేకమైన పింఛన్  సౌకర్యం కల్పించాలి.
6. కేంద్ర ప్రభుత్వ వికలాంగ ఉద్యోగులకు చెల్లిస్తున్నట్లుగా మహిళ వికాలంగ ఉద్యోగులందరికి శిశు సంరక్షణ బృతి చెల్లించాలి.
7. కేంద్ర ప్రభుత్వ వికలాంగ ఉద్యోగులకు అనుమతించినట్లుగా 10 రోజుల ప్రత్యేక సెలవులు ఇవ్వాలి.
8. ఉన్నత విద్య కొరకు ఎస్.సి, ఎస్. టి. ఉద్యోగులకు వలె వికలాంగ ఉద్యోగులకు కూడా డెప్యూటేషన్ వసతి కల్పించాలి.
9. పి.డబ్ల్యు. చట్టం ప్రకారం ప్రత్యేక భీమా సౌకర్యం కల్పించాలి.

10.  వివిద పనులపై/అనారోగ్యంతో వచ్చు వికలాంగ ఉద్యోగులకు హైదరాబాద్ లో  మరియు జిల్లాలలో ప్రత్యేక వసతి  కల్పించాలి.

11. కార్యాలయాలలో మరియు పబ్లిక్ స్తలాలలో barrier free (వసతి ) వాతావరణాన్ని కల్పించాలి.
12. PWD ఆక్టు కమిషనర్ను వెంటనే నియమించాలి.
13. 2003 వ సంవత్సరం నుండి ఎన్నో వికాలంగా ఉద్యోగుల సంస్యలను పరిష్కరించడంలో ఇటు ప్రభుత్వానికి మరియు వికాలంగా ఉద్యోగులకు సేవలండిస్తున్న మా ఈ సంగాన్ని గుర్తించి సివిల్ సర్వీసెస్ జాయింట్ స్టాఫ్ కౌన్సిల్ లో సభ్యత్వం కల్పించాలి.

వికలాంగ ఉద్యోగుల యొక్క సమస్యలను సాధించుకోవడానికి అందరూ సమైఖ్యంగా పోరాడాలని, 03/12/0213 నాడు నిర్వహించతలపెట్టిన ధర్నా కార్యక్రమాన్ని విజయవంతం చేయవలసిందిగా ఈ సంఘం విజ్ఞప్తి చేస్తుంది.

DIFFERENTLY ABLED EMPLOYEES WELFARE ASSOCIATION HYDERABAD

Appeal to all the Employees with Disability working in all government establishments

Dear friends,

          There is a wide spread anger among the employees with disability for not extending the legitimate concessions and welfare measures to them. The PwD Act Came into effect from 07/02/1996. The appropriate Government have failed in extending and implementing the Act provisions as regards to the recruitment, promotions, transfers and postings and providing the barrier free environment including working environment. The Government is paying deaf ear towards the problems of the disabled employees particularly after posting of Smt. Neelam Sahwany IAS, the present Principal Secretary to Government. Even after lapse of 18 years of long period, and favourable pronouncements by various Judicial organs of India, the administration has failed to issue proper guidelines in accordance with the Act Provisions on employment Chapter. The Association has given a Notice to go on (direct) agitation programs in a phased manner, if the following demands are not solved. Initially it is decided to protest the in action of the Government by boycotting the “WORLD DAY OF THE DISABLED” on 3^rd December 2013 and to make a “DHARNA” at Hyderabad.

1.    Implementation of rule of reservation in promotions with retrospective effect from 07/02/1996 by issuing suitable guidelines and amendments to rules.

2.    Framing of a transfer policy  in posting of disabled employees in relaxation of Native Mandal, Native District and ban on transfers to a place convenient.

3.    Conveyance Allowance to ( Deaf) employees with disability without discrimination.

4.    Mileage Allowance for using private/own vehicle in LTC and Official Tours on par with GOI employees.

5.    Extending of full Pension to all the disabled employees and pension in place of CPS to all the government, public and private sector employees on the lines of defense personnel.

6.    Special Allowance for Child care to women disabled employees on par with GOI employees.

7.    10 days Special casual leave on medical grounds on par with GOI employees.

8.    Deputation facility for higher education on par with SC & ST employees.

9.    Special Insurance Scheme to the disabled employees As per the Act Provision.

10. Construction and providing of a hostel facility with barrier free environment to the disabled employees who come to state head quarters on medical, official and other grounds.

11. Providing of barrier free environment in offices and public places as provided in the Act.

12. Appointment of Act Commissioner.

13. Recognition of the Association.

The Association appeals to all the disabled community in general and employees with disability in particular, to participate to the above protest program and express their anger and displeasure against the discrimination and step motherly treatment at disabled employees.

ORDER:
According to the orders issued in the Government order 1st read above, Readers
allowance is admissible to teachers and lecturers who are visually handicapped to engage
Readers to assist them in reading various books so as to maintain professional standards,
at the following rates:
1) Secondary Grade Teachers Rs.300/- pm
(Including Craft Instructors)
2) School Assistants Rs.400/- pm
3) Jr. Lecturers and above Rs.500/- pm
2. In the Government orders 2nd read above, based on the recommendations of the
Ninth Pay Revision Commission, 2010, orders were issued implementing the Revised
Pay Scales, 2010 with effect from 1-07-2008 with monitory benefit from 1-2-2010.
The Pay Revision Commission has, among others, recommended for increase of Readers
allowance.
3. Government hereby accept the recommendation of the Ninth Pay Revision
Commission, 2010 and accordingly enhanced the rates of Readers allowance as follows:
1. Secondary Grade Teachers Rs.400/- pm
(Including Craft Instructors)
2. School Assistants Rs.500/- pm
3. Jr. Lecturers and above Rs.600/- pm
4. These orders shall come into force with effect from 1-4-2010
5. Necessary amendments to the Andhra Pradesh Manual of Special Pays and
Allowances shall be issued in due course.
6. This order issues with concurrence of Finance Department vide their U.O.No.
17780/146/Exp.WD/10, dated 12-7-2010
